Blair was Miss Colorado Teen USA 2006 and will be the third 2006 teen competing at Miss USA this year. She is the first Miss CO Teen USA to win Miss CO USA since Katie Doland in 2001. Adding Jillian (Miss Florida Teen USA 2008) to the mix six former teens have now been crowned, out of 23 titleholders! For the first time ever (any state) Colorado will be represented by two titleholders who have previously represented CO at Miss Teen USA and Miss America's Outstanding Teen. The new Miss CO Teen USA was Miss Colorado's Outstanding Teen 2008 and is the second former Outstanding Teen teen titleholder crowned this year (the other being Ashley Golden, Miss Wyoming Teen USA).

Jillian is the ninth former Miss Teen USA contestant to win the Miss Indiana USA title, a new record. She is the second to have won IN after competing in a different state at Teen and the first FL Teen to win elsewhere.
